FIR against unidentified attackers

ITANAGAR, Sep 21: All Arunachal Pradesh Youth Forum (AAPYF) has demanded immediate arrest of unknown persons who attacked AAPYF president for raising alleged illegal appointments issue against minister Atum Welly.

In an FIR lodged at Naharlagun Police Station, AAPYF president Tadar Attu said that he was attacked by a group of eight persons at his residence at Naharlagun on Sept 19 evening. Attu further said that the attackers also threatened him with action if he fails to withdraw its demands against Welly and his relatives within ten days. The group also allegedly took way two important files.

In separate releases, both AAPYF and  All Papum Pare District Volunteer Youth Forum (APPDVF) demanded the state Govt, particularly home department to investigate the case and give punishment to the accused within five days. They threatened to launch democratic movement if Govt fails to pay heed to its demand.

 

School in need of maintenance

ITANAGAR, Sep 21: Sangcha Ajing Society has drawn the attention of authorities towards poor condition of government middle school Tatatara under Seppa circle. This school was established way back in the year 1989 and is situated 3 km away from main town. Despite this, today school lies in poor condition and there is every possibility that wind can blow it away.

Further society informed that they did not find any records of allocation of fund for infrastructural development of said school in the past few years except SSA annual maintenance fund. They called on state government particularly the education department for immediate restoration of the said school building for the benefit of the poor students.

 

Training on IDSP

ITANAGAR, Sep 21:  Two days training on Integrated Disease Surveillance Project (IDSP) for Medical Officers and Paramedical staffs was organised by District Surveillance Unit (DSU), Upper Subansiri District ,Daporijo from Sept 20 at District Hospital Conference hall.

Dr. L. Jampa (SSO) State Surveillance Officer, IDSP, Naharlagun was the Resource person from the State Surveillance unit (SSU), Naharlagun. He made a power point presentation on IDSP and Outbreak Investigation and on the performance of all the reporting units and gave feed back to them.

Dr. D Bagra, DMO-cum-Chairman , District Surveillance Unit, IDSP, Upper Subansiri District was the Chief Guest of the Training Programme and he emphasized on the upliftment of IDSP Programme which has a key role in the disease surveillance system.

District Surveillance Officer (DSO) Dr.T.Nayam spoke on the disease surveillance in IDSP and he requested all the Incharge of the DH/CHC/PHC/SC to cooperate with him for upliftment / progress of the Surveillance system in Upper Subansiri.

Gelar Digbak, Epidemiologist, IDSP, DSU, requested all the Incharge of CHC/PHC/SC for submission of weekly data regularly to District Surveillance Unit at District Hospital Daporijo so that the quick action may be taken in case of any outbreak or epidemic.

 

Leadership training for officers

ITANAGAR, Sep 21: A three days state level training cum workshop on leadership for government officers commenced at Administrative Training Institute, Naharlagun from today.

Altogether, 31 officers are attending the training programme.

Addressing the participants as chief guest Principal Secretary to Chief Minister Yeshi Tsering said that there is urgent need to develop leadership quality in officers particularly those who are required to look after the day to day administrative and development works in the district.

He advised all the participants/officers to be conscious about each files and treat them as a an important papers.

Guest resource person from Jammu and Kashmir Pramod Jain and Director training Pema Tshetan also spoke on the occasion.

ITANAGAR, Sep 21: All Nyapin Sangram Phassang Youth Welfare Association is organizing social service on 2nd October during Gandhi Jayanti. The social service will be held at ADC Office, Nyapin, govt higher secondary school, Nyapin, Tadar Tang Primary Health Centre, Nyapin and Inspection bungalow area.

The programme is being organized jointly with coordination of administration, govt employees, teaching staff, NGOs, Panchayat leaders and students of Nyapin town.

 

Society demands

ITANAGAR, Sep 21: Shenki Valley Welfare Society has condemned the recent incident in which two innocent youths were fired upon by unknown miscreants in the Shenki area. The society stated that in the past also incidents of murder, looting, gang fight had happen in the area. They urged state government in particularly home ministry to arrest the culprit involved in the shooting case.

ITANAGAR, Sep 21: All Capital Complex Un-Employed Union said that breakdown of electricity line wire at Prem Nagar Tinali has create problem for the residents and visitors.

It appealed to concerned authority to repair the electricity wire immediately to avoid unforeseen incidents.

 

Condolence

ITANAGAR, Sep 21: All Arunachal Pradesh State Transport Employees Welfare Association conducted a condolence meeting at AAPSTEWA Office, Naharlagun yesterday and expressed their heartfelt condolence at the death of Tarh Talin, Conductor APSTS who died yesterday.

The members of the association prayed almighty god for the eternal peace of the departed soul and extended its condolence message to the bereaved family members.

Late Talin joined the State Transport Department in 1997 as Conductor and was a sincere staff of the department. He is survived by his wife, three sons and two daughters.

The staffs of rural works division Sagalee and Poma has deeply mourned the sudden demise of Nabam Nikam who died on 17th of this month. He was working as pipe fitter with RWD and is survived by wife and four children. He joined the department in the year 1998.

 

Association demands road clearance

ITANAGAR, Sep 21: Kamrung Panchayat Youth Welfare Association highlighting the surface transportation problem of Mengio and Kamrung Panchayat appealed to the concerned authority to immediately clear the roads from Sakiang to Old Mengio. The said road remained blocked for the last three months due to heavy rainfall in the recent past.

 

Forum moves court

ITANAGAR: All Lower Subansiri SSA teachers Panel Waiting List Forum (ALSSATPWF) filed a petition against Central and state Govts and others at Itanagar bench of Gauhati High Court against alleged illegal appointments of SSA teachers. The Forum said that the appointments were made without giving top priority to waiting panel list despite availability of vacant posts.

While hearing the petition on Sept 8, the Court issued notice calling upon the respondents to “show cause as to why a rule should not be issued as prayed for; and /or why such further or other order(s) should not be passed as to this court may deem fit and proper. The notice is made returnable within four weeks.”  

 

Federation declares bandh

ITANAGAR: Arunachal Volunteer Youth Federation (AVYF) declared 12 hours capital bandh on Sept 23 in favour of its demand for immediate dropping of Pema Khandu from the ministry. The Federation president in a release today said that it has been compelled to take the path of democratic movement after failure of the state Govt to pay heed to its five days ultimatum submitted earlier for action against Pema for his alleged involvement in misappropriation of fund.

It reiterated demand for dropping of Pema as minister, immediate investigation as per FIR lodged and review of CBI investigation case no RC-8 (A)/2003 against Pema.

MLAs seeks Governor’s intervention

ITANAGAR, Sep 21: Six MLAs representing All India Trinamool Congress, Nationalist Congress Party and Peoples Party of Arunachal in a letter to the Governor of Arunachal Gen J J Singh sought his intervention to impress upon the central leadership to intervene and do the necessary for a stable government. The signatories are Tapuk Taku and Tani Loffa of AITC, Techi Kaso and Bamang Felix of NCP and Takam Tagar of PPA.

The MLAs said that after the demise of the Late Chief Minister Dorjee Khandu state has been plunged into instability because of internal problems within the ruling Congress party.

“Due to serious political differences and unrest within the Congress party the development agenda and governance has taken a backseat. We the legislators of NCP, AITC and PPA are extremely concerned of this development” the letter read.

The current political situation of the state has witnessed a drastic change from that of late Dorjee Khandu, which does not augur well for the state and its people. Governance and delivery of the present Congress government in all front is at the lowest ebb, the MLAs said.

The MLAs said that there have been several instances of law and order break-down at places in several districts in the state while that situation in Tirap and Changlang districts is also far from normal. “The problem is of course a spill-over from the earlier regimes; nevertheless the responsibility of the present government to assess and contain the situation can't be ignored which seems far from any genuine effort” the legislators said.

“Most of the elected representatives remaining out of station for obvious reasons, important offices in the state capital are almost defunct. Movement of files have stopped, implementation of schemes have gone haywire and even release of funds already approved and sanctioned have been halted. The bureaucracy is functioning but like an old and worn out engine running without lubricants. If this continues further, Arunachal Pradesh would back-step by several years” the letter further read. “We can't turn a blind eye to present unfortunate development which directly or indirectly affects every life in our state. The disease lies in the `instability' of the ruling government. Those who matter in the government are busy in speculations and have no time to heed to more important affairs of the state and its people. This can't be allowed to perpetuate for long”, they added.

“We are not concerned with who leads the government. We don't have any personal favourites or despise anyone. What we are concerned about is a stable government, in the present case, a stable Congress Government”, it said.

 

NES hopeful of positive outcome as it warns of vigorous movement

ITANAGAR, Sep 21: Nyishi Elite Society (NES) and All Nyishi Students’ Union (ANSU) are hoping that the State Government will come out with something positive on the infamous Pradeep Thakur issue.

Addressing a press conference here this afternoon, NES president Bengia Tolum hoped that the Government would take all necessary steps to find out and reveal the source of the news item that was published in Times of India and Deccan Herald creating ruckus among the community people.

“Ganga can’t flow without Gangotri,” the NES president said while driving his point home that “there must be a source of the news item which is yet to be revealed”.

In the last NES-ANSU-Government meeting, it was agreed by all the parties that findings of the enquiry committee report would be made known to NES and ANSU immediately after submission of it, the NES president said.

Since the Government has taken 10 days time for this, there should not be any ‘if’ and ‘but’ on the matter, he said.

It is pertaining to mention here that NES and ANSU held a meeting with CM few days back under the latter’s initiative to discuss the burning issue. An inquiry committee was also formed in the meeting which will investigate the details of the report published in the two newspapers.

Clarifying its stand on the issue, the NES president said that both ANSU and his organizations, on behalf of entire Nyishi community, have been only seeking help from the Government as the guardian and protector of its people to remove the ‘stigma’ painted by some media houses/newspapers.

Sending his clear message to the people of the state, the NES president said that “We are not against any community or family and people should not believe in rumour doing round.”

While calling upon people of Nyishi community to continue their support to NES and ANSU in their movement in finding a solution to the on-going issue, Tolum said that his organization and ANSU would not hesitate to go for vigorous movement in case government fails to come out with something positive in the next 10 days.

ANSU president Sikka Gapak also addressed the meeting and expressed his strong resentment over govt’s lackadaisical attitude in resolving the issue.

 

Monitoring Committee meet

DC warns of stringent action  

ROING, Sep 21: The 17th District Level Monitoring Committee (DLMC) meeting was held in the Office Chamber of Deputy Commissioner, Lower Dibang Valley District here yesterday. The meeting was presided over by Garima Gupta, DC cum Chairperson DLMC. In the meeting, progress and achievement made in implementation of various centrally sponsored schemes under ACA, SPA, NEC, NLCPR, RIDF, BADP and PM Package by different executing agencies were discussed.

Deputy Commissioner strongly reacting to the reports of unsatisfactory works by some private enterprise/companies has cautioned to take stringent action against such private agencies and asked the department concerned to strictly monitor their works in order to maintain quality and also to ensure completion of the work in time. She also asked them to give the report of works progress in percentage, so that the actual progress of works can be ascertained on regular basis. She also cautioned the executing agencies that third party monitoring can be carried out at any time. It was also emphasized that the officers and officials posted at outpost should stay in their place of posting as their regular absent from their place of posting hampers many works of public interest.

M Dirchi, DPO cum Member Secretary, DLMC in his welcome speech has requested the executing agencies for timely implementation and completion of various schemes and also for timely submission of Utilization Certificate.

M Borang, EE (PWD) informed that under CRF, construction of 10 permanent bridges on Dambuk-Paglam road under Inter State Connectivity Scheme are in progress out of which 6 are taken up by private enterprises namely and four by the department itself.  It was informed that some of the works would be completed by March 2012. He also informed that re-tendering for extension, maintenance and carpeting of Roing Township road is under process and would be completed within 2 months. It was also informed that along Re-construction cum Re-alignment of Hunli-Desali (23.323 km) under RIDF, 10 km stretch of re-aligned road was washed away by landslide during rainy season; however, new cutting of roads are in progress and re-construction work is expected to be completed by March 2012. Under NLCPR, Tendering for construction of culverts n bridges along Jia Tinali to Bizari via Idili (19.80km) is in progress. Works under SPA viz., construction of road from Kangkong to Doleswar (6 km), development of rad from Jia to Abali (9 km), improvement of internal road to new settlement in Roing Township and infrastructure development for Sub-Divisional HQ and maintenance & extension of Dambuk township road will started by 1st week of November, Borang added.

In RWD under SPA, 7 civil works have been completed, 5 in progress and 2 yet to be started. Under DoNER, 7 physical works has been completed informed J Angu, AE RWD.

 In Power Department, electrification of 56 villages was supposed to be done by March 2011 under RGGVY scheme but only 20 villages have been electrified. The project is undertaken by M/s Indo Power Project Ltd, Kolkata and the company has sought for the extension of time till March 2012 for completion of the remaining works. It was also informed that tendering for newly sanctioned schemes under NLCPR for extension and improvement of electrical network in Roing circle, improvement of power system in sub-station at Dambuk, JIa, Bolung and Parbuk and construction of 33 KV Express line on tower/pole from Alubari through Central Lohit from Central Sector Power Supply are in progress and works would be started shortly, informed J Mishra, JE (Power).

 In WRD Department, two schemes under SPA namely, Infrastructure development of Education department and Multipurpose cultural hall at Roing has already been proposed but yet to be sanctioned, informed K B Pandey, EE(WRD).

M Pertin, ZPM (Meka Block) requested the executing agencies to maintained transparency and sincerity while implementing their works for larger interest of the people.

 

Ration crisis in Arunachal likely

Aalo, Sep 21: The ration crisis in the state, for sometime cannot be ruled out due to transportation problem. Ration commodities of the state come to various FCI depots by railway heads and due to extensive works on broad gauge rail tracks from Rangia to nearest broad gauge rail links, the flow of essential commodities have come to a standstill and most of the FCI depots in the different locations in the state are either empty or with very limited stock to cater growing needs of the consumers. If the problem persists for a longer period, ration shortage cannot be ruled out. The stocked ration items are being used now to fulfill some of the present needs. Though alternative arrangements are being made to mitigate the needs from centralized FCI depot, the management seems tough.

This was disclosed by C.W. Chakhap, District Food and Civil Supplies Officer Aalo on detail interaction on the present situation of public distribution system. Appeal has been made to govt to look into the problem ahead and consumers to bear with the problems faced by the Food &Civil Supply Department. (DIPRO)

 

SSWS cries foul

ITANAGAR, Sep 21: The Sagalee Social Welfare Society (SSWS) has demanded resignation of present executive body of the Nyishi Cooperative Society Ltd. (NCSL) on moral ground for its alleged inefficiency in running the Society as per expectation of the shareholders.

The SSWS chairman Taba Kaki and general secretary Techi Nasik in a release today alleged that the present executive body of the NCSL since its constitution in 1996 “is befooling the public of Sagalee sub-division for last 15 years.” The cooperative society was launched in 1971. It now boasts of more than 300 shareholders. Giving a details account of mismanagement of the Society, the SSWS further alleged that not a single penny has been recorded as profit in the balance sheet of the Society available with the  office of RCS  though the Society  has been successfully running a fair price shop (FPS) and a general store. It further alleged that some of the office bearers of the society are misusing the commodities available in the FPS.

One of the buildings of the Society has been leased out to the telecom department in 1996. Since then the department paid revenue of over Rs 5.89 lakh up to August 31 this year at the rate of Rs 3311 per month as house rent. But surprisingly the “the balance is shown nil”, the release said.  “On further enquiry, it was told that the missing amount has been taken by some of the office bearers on return basis and now they are desperately trying hard to befool the public by citing one or the other reason,” the SSWA alleged.

Alleging lot of irregularities in maintaining bank account and cash book being operated by the Society, the SSWS said that existing executive body conducted only a single general body meeting on January 20, 2008 since its formation “wherein the chairman and his office bearers deliberately accepted the proposal for selling out the aforementioned building to the telecom deptt at the rate of Rs 22,21,000 most arbitrarily without the consent  of or informing the shareholders. However, the proposal still remains pending”, the release said.

The SSWA demanded election of new executive members of the Society and proper auditing of the  NCSL account.

 

Army recruitment rally

ITANAGAR, Sep 21: Army will be conducting recruitment rallies from 10 to 17 Oct 2011 at Likabali Military Station for recruitment from all districts of Arunachal Pradesh other than Tawang, East Kameng and West Kameng.

The candidates from Tirap, Dibang Valley, West Siang, Papumpare, Changlang and lower Subansiri districts should report on 10 Oct  2011 and Lohit, East Siang, Upper Subansiri, Upper Siang, Kurung Kumey. Lower Dibang Valley and Anjaw districts on 11 Oct 2011. The candidates for Technical/ Nursing Assistant/ Clerks categories (10+2) and sons of serving/retired soldiers, NCC Certificate holders, Sportsmen (who have represented at State or National level) and volunteers for re-enrollment to DSC will be tested on 12 Oct 2011. Written Test will be held on 30 Oct 2011 at KV, Jorhat for candidates who are found fit in physical tests, documents check and medical examination.

Candidates for Soldier (GD) should be at least 160 cm tall with pass in class VIII as minimum qualification. The minimum weight acceptable is 48 Kg and chest measurements 77 cm with 5 cms expansion. They should bring along with them their original educational documents, birth certificate, Permanent Residence Certificate, certificate indicating cast status and passport size colour photographs. The educational documents are to be countersigned by the DDSE. No application required for enrollment to Army.

 

Youth Front slams Cong govt

ITANAGAR, Sep 21: The Youth Front of the People’s Party of Arunachal has slammed the ruling Congress for indulging in corruption, nepotism and favouritism in the state. In a press release by Khyoda Ram, President of PPA youth front, stated that Congress had made commitment in its election manifesto for transparent, people friendly and self reliant govt but today things are different.

“The respective government representatives are ignoring the people's well being and they are in Delhi most of the time in the name of doing some developmental work. But back here in state we see no work progressing. They are in Delhi doing work for their own interest and we the common mass are here without leader. Due to this our progressing work are pending on its way,” stated PPA youth front.

They further questioned why Chief Minister is letting his Congress legislators stay in Delhi? “The condition of our state is in very pathetic condition with common people struggling in every walk of life and their pockets are emptying day by day with the rising prices of all basic commodities. The social and other infrastructure of our state is very pathetic and private infrastructures owned by our representatives are increasing,” said PPA Youth Front.  

 

ALSU appeals legislators to raise voice for separation of judiciary

ITANAGAR, Sep 21: Arunachal Law Students Union (ALSU) has appealed to the legislators to raise the issue of complete separation of judiciary from executive in the ensuing state Assembly for speedy delivery of justice in the state.

ALSU president Tadar Tarish said that the state Govt had already taken steps for separation of judiciary from executive in phase-wise manner through a gazette notification on Dec 4, 2006 and time has come to raise the voice for complete separation of judiciary. Due to non-separation of judiciary from executive, both development activities and judicial administration are not running smoothly in the state and as a result large number of cases remain unsettled and justice delayed, the ALSU observed. ALSU also appealed all legislators of the state to discuss the codification of customary laws in the floor of the state Assembly beginning from Sept 23. The union had already collected data and findings on customary laws from nine district of the state and placed before the state Govt for its action, the ALSU said and called upon legislators to discuss on the matter.

It further demanded central jail and juvenile home in the state capital  to accommodate all the prisoners who are languishing in jails in neighbouring states.

Meanwhile, the ALSU appreciated the joint move of the state Govt and NES-ANSU for solution to Times of India issue. The ALSU hoped that the new enquiry committee set up would solve the issue without delay.

The union also condemned the recent firing incident in Capital in which two persons had received grievous bullet injuries. It demanded immediate arrest of the persons involved in firing incident.

 

Committee oppose 3000 MW Dibang project public hearing

ROING, Sep 21: The Downstream Anti Dam Committee (DSADC) has strongly voiced against forthcoming public hearing on controversial 3000 MW Dibang Multipurpose Project fixed next month.

DSADC Secretary Marting Lego informed ATNS that the committee would totally oppose the proposed hearing on Dibang mega dam at Roing slated for October 24 and also on October 28 at New Anaya to be conducted by Arunachal Pradesh State Pollution Control Board (APSPCB).

"If the public hearing is not called-off, DSADC will start its democratic agitation,” it warned.

The 'Public Hearing' for Dibang dam has been postponed for atleast 10 times due to stiff opposition by anti dam organizations of Dibang Valley and Lower Dibang Valley districts.

“Our appeals are lying in dustbin and our voices are met with deaf ears,” said Lego.

The DSADC has been expressing concern over the downstream impacts of the dams for last five years.

Hundreds of tribal families live below the downstream of Dibang dam, he said. “The life of these people who depend on fishing and farming will face continuous risk and will be at the mercy of the dam.”

“If mega dam is 100% development then why these allurements to poor innocent people with free school bags, free medical camp and scholarships?” asked Lego.

He said let the public judge what is good for them and not the government or the corporate.

 

Union resent reluctance of teachers

ITANAGAR, Sep 21: All Kurung Kumey District Students’ Union (AKKDSU) has expressed strong resentment over teachers’ reluctance to join at schools of their postings.

The students’ union, while submitting a memorandum to the Director of School Education (DSE) demanding for posting headmasters, principals and teachers in various schools in Kurung Kumey, said that a PET teachers has not yet joined GHSS, Palin, who was transferred to that school from Ganga Secondary School, Papum Pare district in July 2010.

The teacher has not responded to the transfer order even after his service book was dispatched to Kurung Kumey DDSE office in June 2011, said AKKDSU in a release. It urged the teacher to join the school within a week for the betterment of the students.

AKKDSU, meanwhile, said that the DSE has assured to fulfill its various demands like posting of principal, headmasters and teachers in various schools of the district within a week.

 

IDEA imparts bank linkage programme to the SHGs

Boasimla, Sep 21: Itanagar Diocesan Empowerment Association (IDEA) conducted one day training programme for SHGs, on Bank linkage, Loans and Loan Recovery at circuit house Raga on Sept 9. About 150 participants from different SHGs benefited from the training programme.

The programme was organized in collaboration with State Bank of India, Raga Branch. The Chief Guest Bini Tegi, Manager, Green Hills School lauded the efforts of IDEA and the changes brought about in the area. The impact of IDEA on society through its various developmental activities is remarkable, he said. He stressed on role of banks and in promotion of SHGs for enhancing the income level of the poor families.  He requested the banks to simplify the process of bank linkage and loaning and to have cordial relation between various banks.

Makcha Tekir, Anchal Chairperson Raga, expressed his happiness over the efforts taken by IDEA in order to bring about social changes in various districts of Arunachal Pradesh, especially in Boasimla. He said that the awareness programme has enabled the SHGs to have a broader outlook on bank related matters.

The resource person Y Loobi Singh congratulated Fr. Ivan, the Director IDEA and said that IDEA has created a platform for growth of the SHGs. He also highlighted the role of SHGs on Bank linkage and various avenues available to them in the Rural Banks. He also volunteered to give them assistance and support and provide them avenues for augmenting their source of income.

Conduct interview at Capital Complex

Dear Editor,

As per a call letter received from the Deputy Commissioner, Dibang Valley we were going to appear in the interview for the post of Lower Division Clerk (LDC) on 17-09-2011 but suddenly on the way a group of Students stopped us and did not allow us to sit in the interview. We are deeply shocked and hurt. We have approached the Deputy Commissioner Dibang Valley District for cancellation of the Interview and select a separate date for interview.

Being the bonafied APST candidate and one from General category could not appear in the interview is a matter of surprise and beyond imagination and toleration. How can the student union stop us from appearing in the interview when the deputy commissioner, Anini had invited APST and general candidates to appear in the interview?

We request the concerned authorities to conduct the written/ oral/ practical interview in Capital Complex.

Are buildings safe?

Dear Editor,

The recent earthquake in Sikkim, Nepal and Tibet on Sept 4 evening with a magnitude of 6.8 on the Richter scale has caused huge destruction to life and property. Many people have been killed and thousands have become homeless. This kind of incident once again reminds us that "earth quake does not kill people but our unsafe buildings does".

About 60% of the land area of our country is susceptible to damaging levels of seismic hazard and our state comes under high risk zone. We can't avoid future earth quakes but preparedness and safe building construction practices can reduce its impact. We must think once. Are our buildings as safe as it should be?

We expect our elected representatives to represent the people of their constituency who voted for them and address the overall problems and issues concerning their respective constituencies. For this to happen it is also important that the representative stays at his constituency from time to time or at least remain at the state capital for a considerable period of time. This is with utter pain I have to state that our representative of 25 Raga Assembly Constituency is out of Arunachal Pradesh almost the whole year. A joke that is going around is that you can meet the Chief Minister of Arunachal and all his cabinet in a month's time but you can't meet the MLA of Raga Constituency in 6 months!! The fabric of 25 Raga Assembly constituency is very complex in nature considering the fact that it stretches from Upper Subansiri to Lower Subansiri District. This is perhaps the only constituency that encompasses two Districts with wide variety of people as well as two Districts administration and therefore, it is obvious the burden of the elected representative is more pronounced in nature.

It is two years since he was elected to power but he has visited Upper Subansiri only twice. Once to inaugurate the CRF road at Mite with MP Takam Sanjay and second time to be a part of Upper Subansiri youth festival with Minister Nabum Tuki. The complain of not visiting his constituency would not have been an issue had he stayed for some period of his time, atleast at Itanagar. He has almost become inaccessible. Most of the time he is told to be at Delhi. One can imagine the frustration of his people who come down from various parts of Upper and Lower Subansiri at Itanagar to seek redressal of the problems and also to discuss various issues, and even after months together one is unable to meet the person. We are really envious of the people of other constituency who can easily meet their MLAs. Some of their representatives are cabinet ministers in the Govt. but despite their busy schedule they take out time to meet their own people, if not at their constituency, atleast at Itanagar and get their problems solved.

A very pertinent question is why is our representative always out of station? One can also argue that he is off to Delhi all the time for the cause of his people and to bring various development programme. But then, is he the only one to go to Delhi for development or is Delhi so for that once he is off to it, he can came back only after 6 months? What about other MLAs and Ministers? Don't they visit Delhi for their people and the state? They seem to return back to Arunachal sooner! It is so painful to reveal that despite having an elected representative from our constituency, like orphans often we are compelled to seek help from representative of other constituencies.

One important fact that needs consideration is that as an elected representative one needs to give views suggestions and decisions on all matters concerning the overall development of one's constituency. People need to meet him not only for individual and personal problems but also for in numerable official works. The Banglows of ministers and MLAs of other constituencies are full of hustle-bustle and activities and there is crowd almost all the time, on the other hand if one visit the Banglow of 25m Raga Assembly MLA it always give a deserted look. I understand it is not possible to meet people on daily basis but it can certainly happen periodically. Keeping oneself completely aloof is not a solution. I may be the only one to voice this issue in the print media but as I said before, this is an issue of serious magnitude concerning many people.

I have nothing personal against our MLA but let us call a spade, a spade. This is not an allegation but a fact that everyone is seriously concerned about and I guess the MLA too knows it well. What is the solution then? There can be two options. First, let people think and say what they may like but things would go on as usual. People can have their say in 2014. Second, our MLA can mend his ways and at least respect the sentiment of his people and voters and ensure not only to meet them on periodical basis but also visit the constituency at least once in 6 months to take stock  of the situation for the welfare of his people and to gain people's confidence.

Gender equality and development

 

Amid policy battles over food production, energy resources and economic decline, one untapped natural resource that is guaranteed to boost production on a global scale has been stubbornly overlooked – the power of women in the labour force.

According to the World Bank's 2012 World Development Report (WDR) "Gender Equality and Development", ensuring equal access for women farmers would increase maize yields by 11 to 16% in Malawi and 17 % in Ghana; eliminating barriers that block women's access from certain occupations or sectors could reduce the gender productivity gap by one-third to one-half and boost output per worker by as much as 25 % in a range of developing countries; and granting women farmers equal to land and resources could increase agricultural output in developing countries by as much as 4 %.

Over the past five years, the World Bank Group has provided 65 billion dollars to support girls' education, women's health, and women's access to credit, land, agricultural services, jobs, and infrastructure.

While the 2012 WDR calls for more work in the areas of human capital, closing earning and productivity gaps between women and men, improving women's voices in their households and society and limiting the perpetuation of gender inequality across generations, hundreds of voices from civil society are arguing that unless the Bank undertakes major structural changes in its approach to women, very little will change.
